Mercury changing homepage etc

I am quite perplexed with Mercurys behaviour, is it documented somewhere how (and why) it hijacks http://localhost/ when it starts, and how it undoes the damage when it finishes?

More importantly, all I wanted from SMTP is to allow localhost (my PHP and Java scripts) to send mail, looks like I cant find the quickest way to do it, in the Mercury->SMTPserver panel I added an exception for 127.0.0.1 but my mails are not going anywhere. I will probably switch to a simple SMTP solution, but do answer if you possess the knowledge. Thanks!
