Perl Addon - CPAN - Need new Net:HTTP

Hi there, im having problems with my perl/CPAN Im wanting to install something via the cmd line ( cpan> ) but all i get is a bunch of errors pretty much saying i need a new Net::HTTP However, i dont have synaptic package manger obviously, and since cpan via cmd line isn't working... how the heck do i install Net::HTTP?
