xampp is a server-web?
I would do an site.It is can?.

xampp is a server-web?

The "A" in XAMPP is for Apache, and Apache is a webserver.

Just put your files (.html or *php files") in "\xampp\htdocs".

Install your preffered forum software, according to the install manual of this software.

Which name?
--> Your local webserver you can access with "http://localhost/" (as you can read in the readme).

----> "localhost" is allways the name of your own pc. You can also use the hostname (computername) of your pc.

That's not the function of a webserver.

You need a dns server (or a dns service provider), which point this name to the ip of your pc (with a running XAMPP).

For a local testing you can also edit the Windows HOSTS file.
