set up Vhost

Hi everyone i am pretty much new here , and i really don't understand how to make my website to public
somthing like www.myname.com or what ever
i was reading all posts and even websites , and i am still confuseed can sombody explain pleasee

and which website is the best to buy the domain ,
can i use no-ip-com >?
please help
