configuring Mercury/32

I'm running XAMPP version 1.6.6a in Windows XP PRO. I'm trying to configure Mercury/32 in order to test my local osCommerce installations. If I go to Configuration->Protocol modules and check or uncheck anything, exit Mercury and restart, none of my changes are kept. I noticed that can edit the mercury.ini file directly but from the interface nothing seems to work. What am I missing?

Thanks for your detailed and clear explanation.

I went ahead and downloaded a fresh version of Mercury/32 from pmail.com. I was able to configure it and getting working. I then overwrote the mercury.ini file that was under XAMPP. I believe all is working well now.
