Virtual Hosts Automatic Updates

I am currently running virtual hosts with xampp and i was wondering if there was a way of adding new records to the vhosts file through a web interface or a Vb program and then restarting apache? there must be sytems to do that? just cant seem to find them on google. Thanks in advance
