Why start a new thread when there was one posted only yesterday - all you needed to do was add your post to it:

It has shown that as a new forum member you have not taken the time to read even the last few posts to see how the forum works.

BTW PostgreSQL is not included in XAMPP for Windows only the php extension is included.
