Thanks for posting all the details - always helps to understand your environment - but this seems odd XAMPP Version 2.5 as Xampp is only at 1.6.5.

This poster had a similar headache but no definitive fix:
http://community.apachefriends.org/f/viewtopic.php?t=27310

This has been known to fix those issues where there seems to be no other fixes available as with this issue of yours perhaps and worth a try:

Check in your xampp\apache\conf\httpd.conf file, down near the end of the file for these 2 entries that should look like this - if not change them:
EnableMMAP off
EnableSendfile off

Also add this if it is not there right at the end of the file:
Win32DisableAcceptEx

Save the file and restart Apache - always make a backup of conf and ini files before editing.

Also make sure you only have those extension you require uncommented in your xampp\apache\bin\php.ini file - all extensions uncommented can cause strange issues.

Also as a last resort a complete uninstall as per the readme-en.txt file and then a clean install again may fix your problem - you should back up your data first.

Kindly let us know back if this helps please - if not, we may be able to look elsewhere for a solution.
