I have been using xampp for a while and I really like it. I think if GD and ImageMagick were added to the project it would continue to improve this great software.

Is this something that can be easily added on to xampp, possible to the 1.6.5 beta?

I'm using an older version of xampp and it included gd. Is it no longer part of the package?
