lcrzo.dll error when running php from command line

I am getting an error of lcrzo.dll not found when running php from the cmd window. The script seems to run fine, except for the error message at the beginning. I am not getting errors using php via apache (checked the log files). My path has a \xampp\php entry. A search of the C drive shows no lcrzo.dll. can anyone help me get rid of the message< or explain what lcrzo.dll is, or where to get it?

removed netools.dll from the php.ini file and the error has gone away. Question is.. what capabilities are in the netools.dll that I now don't have?
