FTP problem

I have this strange problem with connecting to the FTP server included in newest XAMPP
I have a friend X who can connect and login to his account on my server with no problems. But when I try to connect or my friend Y on the same account with the same login and password we get in IE that you don;t have permission to view this directory and ic Total Commander I get the window Getting directory and nothing happens.
The issue only happens when using my external IP, but the strange thing is that my X friend also uses the external IP and he can connect with no problems :/
passive or no passive mode doesn't change anything
can anyone help?
