I created a favicon of my own and saved it in the same folder where xampp's was and named it the same as the original.

In other words:
You have replaced the file "\xampp\htdocs\favicon.ico" with another?
--> clear your browser cache.

I have cleared out all of my IE temp internet files and cookies and it is still the xampp favicon.

You are talking about your own websites or about the XAMPP demopage in "http://localhost/xampp/"?

You mean it _has_ changed at some point, _was_ working ok and then reverted? Or it's never appeared as you'd like?
