To open a command prompt (shell) try this:

But change the sc delete Apache2
to sc delete Apache2.2

Yet another tip, for Vista in particular but not limited to it.
Try to avoid installing XAMPP to a directory that has a space in the directory (folder) name like:
C:\My Budgies Perch and All Things Seedy\
Get the idea?
IMHO using the root of a drive is best practice and will, for some, eliminate some hassles now and in the future.
Did you manage to get Apache working using the 'sc delete Apache2.2 command in the shell'
