CHMOD has no effect

I'm using XAMPP for Windows. Using Filezilla, and the default

user: newuser
passoword: wamp

When I attempt to CHMOD a file by right clicking, nothing happens.

I know very little about server things.

After doing quite a bit of research, I finally found this. Google just doesnt' give as good of info for server type stuff as I'm used to with other niches.
