Problems changing user & password in: XAMPP V1.4.16

Hi all...

I'm going round in circles...

I want to change the user & password.

I've changed them directly, in the my.ini & config.inc.php files...

but my webpages will still only load using the old user & password.

Also, in the mysql user table (via myPHPadmin)
I've also created a new user & password...

but this is not recognised either, so...

what am I doing wrong !?

NB: how do I get the mySQL monitor to load ?
