I seem to remember in an older version I have somewhere that when you set up a new hosting account you can specify what quotas each client can use.
If not in the above version then the new version 3 below would be able to as displayed in the left panel of their demo.
At the same site above under the

RapidCP.

I think I pointed out in your previous post that a hosting control panel would be a better choice to use for your hosting venture.
There may be other free panels out there that would require you to try and track them down via a Google search perhaps.
