Is it possible to run more than one software package on xampp?

Example: I have Joomla 1.0.13 installed and would also like to run Joomla 1.5RC 1

sure.

only downside is that if joomla uses the same (MYSQL) DB (or table) names, then you are out of luck.

just place each version under their own directory tree under the HTDOCS branch.
