trouble with phpmyadmin/security

I need some help, I swithed from PHP 5 to PHP 4 and then back, after switching back I can't connect with phpmyadmin anymore and when I try to enter Security I get the following message

FORBIDDEN FOR CLIENT 192.168.0.50

any idea what happened? How did it change from localhost to the IP
