I placed the script in

"the script" is exact one file, or did you mean a complete program (package) with more then one file?

Your own scripts? How did you send the mails in your scripta (which classes/functions did you use)?

how do i edit the max upload size?

Here you can read, which "php.ini" values are related to to this topic:
http://www.php.net/manual/en/features.file-upload.php

and 2nd, how do to CHMOD ?

Not possible/necessary on Windows.

Well, for PHP itself (function mail()), you need a local mail server (e.g. Mercury) or you must setup sendmail. Just search the forum for this.

Some software/scripts can also send mail with own classes and can use your normal mail account (from your ISP). If VBulletin can do this ... I don't know. Maybe you can read this in the VBulletin manual.
