UTF 8 displayed + errors

I installed XAMPP for Windows successfully, and I started to work at my website using Joomla CMS.

Even if I set the database collation for UTF 8 and the character set to UTF 8, still, the UTF 8 characters are displayed inside the articles from my site but followed by this error:
