how to change $path environment?

when attempting to perform a backup it reports:
* mysqldump program NOT found or executable
* tar program NOT found or executable
* gzip program NOT found or executable
...because the system path is reported as: C: \WINDOWS\system32;C: \WINDOWS;C: \WINDOWS\System32\Wbem;
Where can I amend / append this $path variable so that it looks for the tar / gzip programs under XAMPP?
