Reloading Windows: How do I transfer XAMPP?

I plan on reloading Windows on my file server which is where I have XAMPP installed. Is there a tutorial on how to transfer my MySQL and apache setup?

I gather I can just dump SQL but what about the users/passwords? I've also installed Subversion which integrates into apache, can I just reinstall XAMPP then dump the files over the top?
