CPU fluctuates 0-45% every second! is this normal?

Windows XP Home, 1 1/2 gig memory.

Totally new to this, tried FAQs no luck.

After Apache has started and I look in performance in Task Manager the CPU usage fluctuates every second between 0 and 45% all the time without end, is this normal?
