PEAR path problem?

In my error message:

Fatal error: Class 'Mail' not found in C:\xampp\php\PEAR\Mail\mail.php on line 26

But indeed it is:

C:\xampp\php\PEAR\Mail

So is it looking for Mail\Mail.php causing the problem instead of Mail\mail.php?
