can't see the xampp start page... help

### APACHE : MYSQL IS STARTING NOW ###
but when i type http://localhost/ on my browser, it keeps searching and says "waiting for local host" i can't see the xampp start page.
from the readme file, my pc is qualified for its system requirements
-im using wireless internet connection up to 200kbit
-how do i know if im using a dynamic IP?
- are there sites that host for free? coz im studying joomla, and i can't go on without a server.
