I'm a newbie myself, but I also have WinXP and a new install of XAMPP v1.6.1. Here is what I did to activate MySQL:

(1) Double-click on the XAMPP Control Panel icon

(2) Under "Modules", tick the checkbox for the MySQL service ("svc") and click the Start button. When the MySQL service is running properly, you should see a green square with the word "Running" underneath it, just like you (hopefully) see next to the Apache service.

(3) Even after I had the MySQL service running, I still had problems using MySQL with PHP, which I describe here: http://community.apachefriends.org/f/viewtopic.php?t=24629

Hope this helps. Let us know how it goes.
