Tomcat was not running

I have noticed the following problem in installing tomcat ,XAMPP control panel says J2SDK + Tomcat + Apache Jakarta Tomcat Connector
Warning! Tomcat is not started on port 8080.

I have installed J2SE 5.0 Netbeans IDE 5.5

and i have checked in DOS

E:\xampp>tomcat_start
The JAVA_HOME environment variable is not defined correctly
This environment variable is needed to run this program
NB: JAVA_HOME should point to a JDK not a JRE

E:\xampp\tomcat\bin>tomcat5

The system cannot find the file specified.

Load configuration failed


What should i have to do ?
