No default users in Mercury Mail after XAMPP installed

I have installed XAMPP on several PCs before.

On my latest installation of XAMPP on a new PC with Windows XP SP2, the default users that should be present in MercuryMail are not there! Tried re-installing XAMPP but the default MercuryMail user accounts are still missing...

Any ideas why?
