Flickering command window every time I click a link

I had to reinstall XAMPP tonight, after it suddenly stopped functioning. After the reinstall I notice that every time I click a link in an offline (Intranet) website I see multiple command line windows flickering quickly in the background.

I know that I had this problem once before and resolved it - but I cannot remember how!

Can anyone tell me what I need to do to remove this?

It's okay - all I needed to do was a complete restart of Apache, rather than turn it off in the XAMPP panel.

I had updated the httpd.conf file for url rewriting and that needed a complete restart - as I have Apache running as a service.
