Flooding

Hy.
I have installed xampp and someone is flooding me and it use 100% cpu,how can i fix that ,or how i can make him to not view page,he is atacking with 100 connections/s with same ip(newbie he doesnt use proxy)
i denied his ip in htacces now in logs i see that he try ro connect but its forbiden,but it still use my processor at 100%.
i dont find that module in httpd.conf about use 100% procesor,i dont know why.
