Cannot change datadir mysql

I've change datadir path my.ini in c:\windows, but seems not working. It still point to the first installation setting.

Please advise.

have a look at mysql_start.bat:
xampp uses --defaults-file=(...xampp\)mysql\bin\my.cnf

How can i edit it ?

out of unknown reasons (at least to me) win lists my.cnf only as "my"

yes, but you have to copy (move) the olddatadir/mysql folder to the new datadir!
