error while processing .pl?

I installed xmapp and then the perl update and everything went fine and dandy. I am now trying to associate any file with the .pl extension to be run by the perl interpreter. Every time i type in assoc .pl=perlscript i get an "access denied, Error while processing .pl". What is the problem? I have uninstalled and reinstalled everything twice. And am in need of quick help.
