Ready to Upload my files now

I need to up-load my files in a different location other than the installation location in the xamp folder.

In other words, these files will be in the root directory of the public_html location.

Do I upload the files from the FTP, then do the Export/Import from the PhP Admin? Export from the xamp and the Import from my hosting service.
