how to enable CSV engine?

i'm new to sql, and I want to import a file called ip-to-country.csv

but then it always give me errors : or on line 1

or Fatal error: Maximum execution time of 300 seconds exceeded in ..phpMyAdmin\libraries\import\sql.php on line 87

and then I saw that CSV engine is disabled in mysql.

do I need it to be enabled? to import csv? or there's just other problems?

Apache 2.2.3
MySQL 5.0.27
PHP 5.2.0 & PHP 4.4.4
phpMyAdmin 2.9.1.1
