Cable bezeqint.net Israel blocks port 80 I believe.
You can always e-mail your ISP's support to check if they do indeed block ports and get them to tell you which ports on the cable connections they block.
Most ISPs block the popular ports of 80, 443 (ssl) and 25 and others on cable connections.

You will have to change the port that Apache listens on in the xampp\apache\conf\httpd.conf file and the xampp\apache\conf\extra\httpd-vhosts.conf file if you have configured that file also.

Change:
Listen 80

to:
Listen 8080
or use any other port you fancy that is not being used by anything else.

Your address will then be:
http://84.108.41.173:8080
You will always have to include the :8080 in the address you give to your friends.

Ports 20 and 21 are reserved for FTP.

Here is a list of port numbers. Look for a port number that is not reserved for anything else.
http://en.wikipedia.org/wiki/List_of_TC ... rt_numbers
http://www.iana.org/assignments/port-numbers

Your IP address http://84.108.41.173:81/index.html does not work from here.
I suggest you check your firewall and router if you have one and open those ports that you require.

You can select any TCP port that you know your ISP does not block.

What do you see when you go to:
http://localhost/

If you see the XAMPP Welcome page then there is nothing wrong with your XAMPP installation.

Your other problems are best being addressed by the technical support of your ISP.
