DNS and MSN Messenger

At the moment i am useing no-ip.com, i was wondering if there is a programe out there that makes my computer a DNS server aswell, so that i can just easily point my previous domain names to the server..?

Also im having a problem with my msn lol, it seems that msn dousnt work when Xampp is.. It just dousnt, and when the trouble shooting thing that msn has got runs it dousnt bring up and errors! What!
