Well this is fun navigating in German! I took French in high school. Anyway, I don't know where to begin to open ports and allow the outside world to see any sites running through Xampp. Where can I go to get information to do this?

The ports that XAMPP uses can be seen here:

Clicking on Security in the left menu of the XAMPP Welcome page will show a ports list along with certain security issues that need to be addressed if you are contemplating going live to the Internet.

Your router/firewall documentaion will explain how you open those ports required by XAMPP.
