I have my website up, i can view it on local host 127.0.0.1 and my ip, Nobody outside LAN can view the website.

I do not have a router. I am using Cable internet modem there is no firewall software on the modem. I am using windows xp home,firewall is turned off or on dosnt make a differance still does not work.

I have tried alot of things and I had a friend help me, he has his website up and running and i am able to access it. I sent xammp to a friend he set it up hes having same problems as me.

What have you tried?
What error messages do you get?
What Internet address is your server so it can be checked from here?
Does your address resolve to your server?
etc.etc.

What error messages do you get? i dont get any error messages.
What Internet address is your server so it can be checked from here?
What have you tried? I added the port to windows firewall and added xammp to windows firewall by itself. its all running fine just nobody outside lan can connect.

http://68.109.164.189/kopanel/ this is the site im working on. you wont be able to see it though.

http://nixboxx.myftp.org/kopanel/index.php this is my friends kopanel and hes using xammp to run it.

Your IP is with Cox and if, as you say, you are on HSI Cable then I would assume that Cox are blocking port 80.

Try using a different port for your server - port 8080 might work.
You change this in your xampp\apache\conf\httpd.conf file - make a backup first and restart Apache after making your changes.
Change any instance of port 80 to the port you decide on then your address would look like this:
http://68.109.164.189:8080/kopanel

This traceroute tells me that Cox could be blocking access to port 80 on your IP because of the * on the last legs.

Your friend is using a subdomain at no-ip.org which is what you might have to do as an alternative to using your Cox IP.

yeah prolly the port, thank god ATT doesnt block 80 (hence nixboxx.myftp.org connects)
but yeah if ppl are annoyed just use no-ip to redirect the port so like all req's on port 80 -> port 1337
