You can install the XAMPP Full Perl Addon which, I believe, includes the above modules:

PPM Modules inside:

well u can check that Fcntl module is not in it,well i personally need it but dont know how to do plzz help me,,, i really need help and wana to install the script that required Fcntl modules.

It's obvious to me you did not download the new Perl Addon zip archive to check for yourself what perl modules it includes, as in the perl/bin directory which contains all the perl modules, you would have seen Fcntl.pm.

So as you can now see the Full Perl Addon contains all the modules you so desperately need. You can now get on with installing the Full Perl Addon and installing your script.
