Yes it will. I just downloaded and installed it and it works fine.

You will need to uncomment this:
#LoadModule rewrite_module modules/mod_rewrite.so

to this:
LoadModule rewrite_module modules/mod_rewrite.so

in xampp/apache/conf/httpd.conf

Then save it and restart Apache.

The script needs mod_rewrite for some of its functions.
