You need to configure then start the MercuryMail service.

If you go to your XAMPP Control Panel Application you see Mercury ...
You have to start that ...

Go to your \xampp\ directory and find xampp-control.exe and click on it.
You will see the XAMPP Control Panel which is not the XAMPP Admin pages found via your browser when you type in http://localhost. You can create a shortcut on your desktop so you can have it handy.

Now you can see the various controls for stopping and starting the XAMPP components. You see when they are started and running. You will be able to click on the Admin... button to configure the MercuryMail, FileZilla FTP, mySQL and Apache components. Apache Admin.. will send you to the XAMPP Welcome Admin page you have already visited above. The other Admin... buttons direct you to the various admin panels associated with those components.

You can also set up the XAMPP components to start automagically as a SERVICE from within this Control Panel.
