Installing Sablotron on XAMPP for Windows

Been trying to do this the last couple hours, and can't seem to get it done. Anyone noticed a step by step instruction area on how to do it?

I noticed another post that said enable the extension, however that extension isn't listed in the php.ini file in the /bin folder for some reason.

Just wondering what I might be missing.

You know, that XSLT is a PHP4 extension?
