Network-Attached Storage and Xampp

I've got an Network-Attached Storage behind my router. I want to install Xampp on my NAS. No problem of course when i start it up from my desktop which is in my network.

But can it work stand-alone in the NAS, when I have my desktop powered off, that i can reach my NAS and webserver (Xampp) from the internet.

Like a server without OS (windows or linux).
