Help I have a problem

I've just installed a phpbb on my XAMPP server and when I open one of the administrator page I can't open it.

Example of how the page shows up:

From this panel you can add, delete, edit, re-order and re-synchronise categories and forums
2#$&%%&/(/&%$#T$%=+!XS??¨¨!"33$&%&/())=

I think this is a problem with php. How can I fix this?
