ok I uninstalled to upgrade to the new version and then I get this error?

running:

Windows OS
Xampp
Apache: Starts as service
MySql: Starts as Service

DIR is CHMOD777 so it has full permissions?

anybody had the same problem?

I'm going to re-install it again
