installation on windows server 2003

i installed xampp without difficulty. i have port 80 open on windows firewall and Apache HTTP server is an exception in windows firewall.
yet i cannot open http://localhost
i get the following error message in the apache log:
[Sun Jan 01 14:00:05 2006] [error] (OS 10038)An operation was attempted on something that is not a socket. : Child 4968: Encountered too many errors accepting client connections. Possible causes: dynamic address renewal, or incompatible VPN or firewall software. Try using the Win32DisableAcceptEx directive.
please guide me!
