I've set one page's encoding to Windows 1251 trought Dreamweaver. When i open it with CTR+O, it's ok, but when trought localhost - XAMPP 1.14 it's back to western europian???

You can do the whole under/apache/conf/httpd.conf adjust look for

# AddDefaultCharset Iso-8859-1

and modify it after your needs.
