greek language

Hello.I'm using xampp 1.4.15 and i have some problems concering the greek language.When I restore data from the database and preview the page in IE I cannot see greek characters that are stored in the table but symbols like ?????
I have made the following changes:
I have turned the collation of all the fields,tables and database (in phpmyadmin) into utf-8 .
in the file apache/conf/http.conf I have changed the default charset to utf-8.
I have also changed the encoding of my php page to utf-8.

But despite all this I face the same problem again.
Any ideas?
