perfect defense and web hosting?

But whenever i try to installe Z-Panel (for win32) I get an error
and i think it is because of the permissions, unfortunately, I do not know how to change file permissions, whats more is that i heard XAMPP has holes in it so hackers could hack me.
How would I get a perfect defense against the hackers and ddosers?
