Starting a web host with XAMMP ?

I want to make a hosting site ( hosting for posting)
anyways, is it possible, (i know it is..)
to not to get hacked?
and when I am trying to install Z Panel (hosting script for win32)
my chmod wont let me, saying i have no access to execute the script.

Anyhelp?

well, I know someone who installed z panel with xampp . anyways, is there other free hosting script for windows?
